Herbert Niel Randle C.I.E. F.B.A. (1880–1973) was the librarian of the India Office Library (1933–49; assistant librarian 1927–33), professor of philosophy at Queen's College, Benares, and a writer on Indian philosophy.

Randle, Librarian of India Office, to William Pettigrew to say he has nothing to report on early Manipuri history but suspects Manipur was referred to as 'Cathay' in old travellers' remarks. He writes that he has spoken with Professor Bhuyan who suggested two sources for further research. Handwritten, dated 3 January 1938.
